Abstract：At the time when it is changing into the 21st century, the economic and political position of the areas around the Qinzhou Bay in Guangxi has been becoming prominent. The regional advantages of theareas, facing to Asian and the Pacific regions and backing "the Big Southwest china", must be bronght into full play. Quicken the process of merging the areas into a whole, and accelerate the speed of building the areas into the main passage way to the sea for "the Big Southwest china", the "window" and port opening to the outside world, a base of export-oriented industries andamoderncoastal port-city group. This is an important strategic question of the macro-layout of the regional economy in guangxi and even in the whole China as well.
